For a long time, the conversation around AI in associations has been about tools — things you ask, things that respond, things that complete a task when you hand one over. That framing made sense for a while. But it doesn't capture what's actually happening now, and it doesn't capture what's coming for your organization.
Anthropic's 2026 State of AI Agents Report, produced in partnership with research firm Material and based on surveys of over 500 technical leaders and IT decision-makers across industries and company sizes, draws a clear line between where AI has been and where it's going. The shift it describes isn't incremental. It's the difference between a tool that helps when asked and a system that handles work end to end — deciding what to do, when to do it, and how, without waiting for you to approve every step.
That's what an AI agent is. And understanding the distinction matters enormously for associations trying to figure out where they fit in this moment.
Most AI tools associations have used — and many that are still in use today — are reactive. You provide a prompt, you get an output. You ask a question, you get an answer. You're always the one initiating, always the one driving.
An agent operates differently. For an agent to function, three things need to be in place:

Here's a concrete example. A member emails your association asking about certification renewal. A standard AI tool could draft a response — if you asked it to. An agent could check the member's status, pull their certification history, identify that they're 30 days from expiration, draft a personalized response, and flag the interaction for follow-up. Without you initiating each step. Without waiting for approval at each stage.
That's the shift the 2026 State of AI Agents Report is measuring: organizations moving from AI that assists when prompted to AI that owns workflows from start to finish.
If you're trying to wrap your head around what agents actually require — and what makes them succeed or fail — there's a useful analogy: think of an AI agent like a new hire.
Imagine you bring on a brilliant candidate. Strong background, great instincts. But on their first week, they only have one or two of the three things they need. Maybe they have solid knowledge of your organization and clear instructions on their role, but they can't access any of your systems. They're going to struggle, regardless of how capable they are. Or maybe they have full system access and deep organizational knowledge, but no one has told them what their actual job is. Same problem, different flavor.
An agent with an incomplete foundation fails the same way. And just as you wouldn't hand a new hire a critical member-facing responsibility without making sure they're properly set up, you shouldn't deploy an agent without making sure all three elements — access, instructions, and knowledge — are genuinely in place.
This reframe matters because it turns an agent deployment from a purely technical conversation into one that your entire team can meaningfully participate in. What would a new hire need to know to do this job well? What would they need access to? What step-by-step processes would you walk them through? Those are questions anyone on your staff can engage with, regardless of technical background.
The report's current landscape data tells a story that might shift your assumptions about where the industry stands.
Of the organizations surveyed, 57% are now using agents for multi-stage workflows — not single tasks, but multi-step processes where the agent makes decisions along the way. Another 16% have reached cross-functional deployments, with agents spanning multiple teams and departments. Only 10% are still doing single-step automation — the basic "if this, then that" logic that represented AI's entry point not long ago.
The chatbot phase, in other words, is behind most of these organizations. That doesn't mean a well-implemented member-facing chatbot isn't valuable — it is. But the data suggests that the floor for what agents can do has moved significantly, and organizations that are still framing this conversation around single-task automation are likely underestimating what's now within reach.
The question for associations isn't whether to eventually engage with agents at a more sophisticated level. It's when, and how to start.
One of the more reassuring findings in the report involves how organizations are actually approaching agent development. The assumption that this requires either a fully custom build or an off-the-shelf solution turns out to be a false choice.

Organizations are not building from scratch because they have to — they're building in the places where their specific institutional knowledge and workflows create real differentiation, and buying everywhere else. For associations, this means you don't need a development team to get started. What you need is clarity on what your organization knows and does that no pre-built tool can replicate on its own.
It also means that associations have earned a seat at the technology table in a way that may not have felt accessible before. When non-technical staff can meaningfully shape how an agent understands your organization, your programs, your member relationships — that's not an IT function anymore. It's an everyone function.
The report documents an enormous range of what organizations are doing with agents — research workflows, data analysis, member service applications, content development. It's easy to read through that list and start thinking about what your association could deploy.
Before going there, it's worth slowing down and asking a different question: what do your members actually need from you?
Not what would be technically interesting. Not what another organization is doing that looks impressive. What are your members trying to get to, and what's slowing them down?
That question should be driving your agent conversation, not the reverse. The organizations getting the most from agents aren't the ones that built the most sophisticated system — they're the ones that identified a genuine member or staff need and built something specific enough to address it. Agents are a means. Member value is the measure.
A useful exercise: think about the friction points in your member experience. Where do members wait longer than they should? Where does your staff spend hours on tasks that could be handled faster? Where does important information exist in your organization but never quite make it to the members who need it? Those are your starting points.
If you're trying to figure out where to begin, the new hire framework is genuinely useful as a scoping tool. Pick one workflow — something with clear steps, a defined outcome, and real value to your members or your staff. Then ask:
What would a new hire need to do this job?
Walk through the three requirements. What systems would they need access to? What instructions would you give them — and how specific can you actually get? What does your organization know that they'd need to understand to do this well?
Where you find gaps is where you find your implementation work. And identifying those gaps before you start building is far more useful than discovering them after.
The 2026 State of AI Agents Report makes clear that almost no organization at the forefront of this space is skipping agents — only 3% of those surveyed said they plan to sit this out. For associations, the opportunity isn't to chase what the largest enterprises are doing. It's to identify what you already do exceptionally well and figure out how an agent could help you do it at a scale your members have never experienced before.
